General Summary:

THIS POSITION CAN BE REMOTE BASED IN GERMANY

As a member of the Employee Relations HR Community of Practice (HRCP), the Labor Employee & Relations role is responsible for supporting Qualcomm’s labor strategy, researching and mitigating labor related issues as they arise, with particular focus on Germany and Austria. S/He is also responsible for supporting negotiations agreements between Qualcomm and a labor organization or individual employee with the support of Legal. They will also have employee relations responsibilities related to conducting complex investigations, managing employee issue resolution where dedicated or multi-faceted support is needed, as well as managing employee relations programs and policies. This role will include engaging with the Employee Relations and HR Operations team, conducting complex or on-site internal workplace investigations and various special project work to support the goals of the Employee Relations Team. This role reports into an Employee Relations lead of ER HRCP role.

Minimum Qualifications:

• Bachelor's degree and 5+ years of Employee Relations, Human Resources, or related work experience.

OR

Associate's degree and 7+ years of Employee Relations, Human Resources, or related work experience.

OR

High School Diploma or equivalent and 9+ years of Employee Relations, Human Resources, or related work experience.

Preferred Qualifications:

• Bachelor's degree in Business, Human Resources, Psychology, or related field.

• 7+ years of Employee Relations, Human Resources, or related work experience.

• 3+ years of experience working in a large matrixed organization.

• 1+ year of work experience in a role requiring interaction with senior leadership (e.g., Sr. Director level and above).

• German and English language speaker capable of complex, technical negotiations in both languages

Principal Duties and Responsibilities

• Support the design and development of in-country labor relations strategy regarding employee representative bodies - such as unions and works councils - and policies in line with Qualcomm’s global employee relations strategy and best practices

• Assist in the coordination and setting up of employee representative bodies, such as work councils, and ensures the compliance of work agreements.

• Manages the negotiation and implementation of works agreements, collective bargaining agreements, tariff issues.

• Support the development of training material and content on what needs consultation and approvals in partnership with the People Solutions and Services Learning delivery team

• Assist in the coordination with Legal to ensure compliance with regional labor laws and regulations

• Leverage knowledge of labor relations in multiple countries to enhance labor relation processes such as negotiations and mitigations of labor related issues

• Administer employee contracts regarding employee grievances, wages and salary, employee welfare, healthcare benefits, pension benefits and labor organization practices

• Support the development of advanced reports and monitor labor relations issues as they arise to help avoid litigations

• Support grievance procedures including arbitrations

• Oversee dispute resolutions involving employees, management, labor organizations, government agencies and other firms

• Collaborate with leadership regarding labor relations and employee relations policies and procedures

• Write clear and detailed technical documentation and prepares paperwork related to labor relations assignments, reports for projects and investigations, and reviews technical documentation for others.

• Investigates, manages and remediates complex allegations such as violations of Qualcomm’s code of business conduct, ethical concerns, cases of discrimination and harassment as well as cases that have been escalated from other parts of the HR operating model.

• Consults and partners with HRBPs to understand business challenges and needs in the employee relations space and proactively share ER related business insights

• Collaborates with and provides support for immediate team members, internal counsel, HR teams, and other relevant resources to resolve employee relations-related issues effectively and in compliance with local/applicable laws.

• Ensures process and governance are in place for all Company policies in partnership with policy owners and responsible for global ER policies, processes and practices

• Gathers research and data on organization’s workplace policies and practices

• Recommends practices to promote effective and positive employee relations and company culture

• Recommends and delivers guidance for addressing workplace concerns in accordance to relevant policies, procedures and laws

• Leverages data and information from analytic tools, surveys, observations, and supervisors to make data-based decisions on ER-related topics (e.g., employee morale, employee engagement, work/life balance, organizational culture, employee turnover, workplace incidences, etc.).

• Learns and applies knowledge of current socio-political and regulatory landscape to accomplish work that is aligned with company’s priorities, culture, and vision.

• Seeks essential knowledge of advances in the Employee Relations field and identifies opportunities for professional growth and development; shares knowledge with others.

Level of Responsibility:

• Works independently with little supervision.

• Provides some supervision/guidance to other members; does not have direct reports.

• Decisions are moderate in nature. Errors are detected and corrected with relatively minor financial impact or effect on projects, operations, or customer relationships. May require involvement beyond immediate work group to correct.

• Requires verbal and written communication skills to convey complex and/or detailed information to multiple individuals/audiences with differing knowledge levels. Role may require strong negotiation and influence, communication to large groups or high-level constituents.

• Works within the prescribed budgetary objectives of the department. Erroneous decisions, failure to achieve results may cause delays in schedules and result in the re-allocation of some resources.

• Has a moderate amount of influence over key organizational decisions (e.g., is consulted by senior leadership to make key decisions).

• Most tasks do not have defined steps; simultaneous use of multiple mental abilities is generally required to determine the best approach; mistakes may result in significant rework.

• Exceptional creativity is needed to innovate new ideas and develop innovative products/ processes without established objectives or known parameters.

• Deductive and inductive problem solving is required; multiple approaches may be taken/necessary to solve the problem; often information is missing or conflicting; advanced data analysis and interpretation skills are required.

• Occasionally participates in strategic planning within own area affecting immediate operations.

PHYSICAL REQUIREMENTS:

Frequently transports and install equipment up to 5 lbs.

Monitors and utilizes computers and test equipment for more than 6 hours a day.

Continuous communication which includes the comprehension of information with colleagues, customers, and vendors both in person and remotely.
